The GCC was established on 25 May 1981, in Riyadh, Saudi Arabia, by an agreement concluded by Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates. The formation of the GCC was a response to regional security challenges during the early 1980s, compounded by the Iran-Iraq War and regional instability. Since its inception, the GCC has focused on fostering economic cooperation, resolving regional conflicts, and enhancing the collective socio-economic prosperity of the Gulf region.

The structure of the GCC consists of several main components:
